The biggest counties in the game, such as Madurai, have 7 baronies each, while the smallest, such as the Isle of Man, have only one. Within each barony you can build a single Holding. There are 3 types of holdings: Castles, Cities and Temples. You can hover over the tax and levee info in the county and see what those values are. Makes deciding which counties to drop easier. No clue what the best course of action is as far as duchies go, though. If you're a King, give all but 2 duchies to loyal counts who are weak. If you're a Duke, keep the duchies. The one you mentioned with 8 is the one with highest holding count, but that does not mean it's the best one.
